Joe has been with R&C for 20 years of his 27-year career in structural engineering. He is currently focused on leading R&C’s peer review teams for high-rises in the cities of Seattle, San Francisco, Sacramento and Bellevue. Joe authored the Recommended Administrative Bulletin on the Seismic Design and Review of Tall Buildings Using Non-Prescriptive Procedures for the Structural Engineers Association of Northern California and serves as chair of the organization’s AB-083 Tall Buildings Task Group.

Joe is an internationally recognized expert on the seismic design and retrofitting of concrete buildings. He is currently leading the seismic evaluation of the UC San Francisco Parnassus Health Sciences complex. Joe is chair of the Concrete Committee of the Structural Engineers Association of California (SEAOC) Seismology Committee, lead author of the concrete chapter of the SEAOC Blue Book, and SEAOC’s official liaison to the American Concrete Institute. Within R&C, Joe manages noontime educational seminars on topics ranging from sustainable design practices to effective interviewing techniques.
